THE CHALLENGE
In Somalia and Kenya, the lack of inclusivity in humanitarian, development, and political agendas significantly affects internally displaced persons in IDP camps, refugees, slum dwellers, and pastoralists in arid areas. These groups, which often include minority communities, women, and individuals with disabilities, frequently find themselves marginalized from key resources and decision-making processes. In Somalia, the exclusion is primarily influenced by a patriarchal clan system where political and humanitarian efforts are often not sufficiently inclusive of women and minority clans. Women, making up a large portion of head of households in IDP settings, particularly face significant challenges in accessing necessary services and participating in leadership roles within these settings.
In Kenya, the scenario shares similarities, with historical grievances and ethnic divisions exacerbating the exclusion of vulnerable populations from development initiatives. Urban slum dwellers and pastoralists in arid regions face neglected development agendas, which are critical given the impacts of climate change and urbanization. Despite policy frameworks for inclusive development, such as Kenya Vision 2030, the actual on-ground implementation needs to be more consistent. It often fails to address the needs of these marginalized groups. While comprehensive on paper, the development strategies struggle with the realities of corruption and lack of political will, which hinders the progress of inclusivity in development programs.
THE SOLUTION
TAMM aims to lead efforts towards institutionalizing inclusive policies that ensure representation of marginalized groups in political and development arenas, mainly focusing on women, minorities, and people with disabilities. Strengthening legal frameworks and enforcing existing laws that promote equal access to resources and services is crucial. We prioritize community-driven approaches that engage local populations in the planning and execution of projects to ensure their specific needs are met. TAMM builds the capacity of governments, humanitarian organizations, and communities to realize inclusive development and humanitarian interventions for those often excluded in society.
